The above to me is not, in fact, unclear - the flow chart is a sussinct summary of what to do. It’s simply complex, in a rather masterful way.
Not having played Exalted, really, I didn’t know all this went into comboing and play. I kinda wonder why WW didn’t give something like this in the first place, since they DID give a flowchart in Mage 1E.
